Hi Anthony.bradbury, the case here is that the student created the account and then when trying to remember the password later, realized they'd forgotten it and didn't save it anywhere. They created the new account so they'd have it set up (btw, Shana, make sure that you set up your email with this account!) and it ended up getting quickly blocked.
