Lin Chih-Sheng (August 6, 1950 - November 6, 2019) was a promoter of the 51st state and one of the theoretical initiators of the Japanese-American U.S.-occupied Taiwan autonomy plan. He once served as a representative of the National Assembly (Republic of China), Secretary-General of the Taiwan Democratic Government and CEO of the Joint Chiefs of Staff for National Security. In addition to his real name, he also has the pen names "Wulin Zhisheng" and "Lin Fenghong". In July 2018, five cadres from the Taiwan Democratic Government were prosecuted by the Taoyuan District Prosecutor’s Office on suspicion of organized crime, fraud and money laundering. He fell at his residence on November 2, 2019, causing intracranial hemorrhage, and died on the evening of the 6th of the same month.

Lin Zhisheng’s father, Lin Liao Gu, was the director of the Yunlin County Government Education Bureau. Lin Zhisheng’s uncle, Liu Maolin, was the founder of Taipei City’s “Xue Er Cram School”. Liu Maolin had a good relationship with Lee Teng-hui. Lin Zhisheng has been helping print examination papers and sweep the floor at Xueer cram school since the first grade of junior high school. Lin Zhisheng attended Datong High School (Taipei) in junior high school, Taipei Municipal Chien Kuo High School in high school, and the Pharmacy Department of Kaohsiung Medical University in college. He worked in cram schools during Academic year and summer vacations. After being discharged from the army, Lin Zhisheng returned to Xueer cram school; a year later, Lin Zhisheng began to teach physics and chemistry at the "Peiyuan cram school" in Taipei City, which specializes in high schools. In 1977, at the age of 28, Lin Chi-sheng founded Taipei City's "Study and Literature Cram School" with New Taiwan dollar 800,000. Later, Lin Chi-sheng founded Kaohsiung City's "Yucai Cram School", located next door to the cram school founded by Chen Che-nan; later, Lin Chi-sheng founded Taipei City "school cram school". Eight years later, Lin Chi-sheng sold the cram school for NT$12 million, quit Taiwan's cram school industry, and founded "Tianfu Construction" to operate real estate. Finally, he decided to close the business because he couldn't bear the legal proceeding of Tianfu Construction. Lin Zhisheng also considered taking over the private Jingwen Middle School in Taipei City (now Taipei City Private Jingwen Senior High School) and the private Cihang Senior High School in Taipei County, but gave up in the end.

In 1991, Lin Zhisheng moved to Shanghai and co-founded Shanghai Pacific Vocational and Technical School, China's first Sino-foreign cooperative school, with Shanghai Jiaotong School. Both Liberation Daily and People's Daily reported the founding of Shanghai Pacific Vocational and Technical School. In 1994, Shanghai Pacific Vocational and Technical School was abolished, and Lin Zhisheng handed over the students of Shanghai Pacific Vocational and Technical School to Shanghai Jiaotong School; Lin Zhisheng bought the abandoned Chengdu Huide Middle School and changed its name to Chengdu Pacific School. On July 18, 1998, Lin Zhisheng took over Chengdu Jiahao Experimental School. In 1999, Lin Zhisheng established Enlide College next to Sichuan Normal University. In 2000, Lin Zhisheng took over Chengdu Xingxing Foreign Language School.

On January 5, 2002, Lin Zhisheng was kidnapped and beaten by two people. He was later treated at the Chengdu Military Region Bayi Orthopedic Hospital for two months and recovered. On the afternoon of January 6, 2002, the People's Court of Shuangliu County, Sichuan Province announced the detention of Lin Zhisheng. On the 15th, the kidnappers were released. On the afternoon of January 21, 2002, Lin Zhisheng was released. At 10 a.m. on June 10, 2002, the Execution Tribunal of the Shuangliu County People's Court auctioned Chengdu Jiahao Experimental School behind closed doors, and the Chengdu Municipal Education Bureau won the bid.

In August 2002, Lin Zhisheng published a new book, "Escape from Mainland China", in which he claimed that during the 2000 Taiwanese presidential election of the Republic of China, the Kuomintang sent a representative named Tsai to contact the Chinese Communist Party and request that the People's Liberation Army military exercises be launched to help the Kuomintang presidential candidate Lien Chan win the election. Lien Chan therefore filed a lawsuit, demanding that Lin Zhisheng pay NT$100 million in compensation and apologize in the newspaper.

In October 2002, the "All People's Telecom Investment Co., Ltd." led by Democratic Progressive Party elder Chang Chun-hung took over Universal Television. Pacific Electric Wire & Cable's "Youji Investment Co. Ltd." invested in Universal Television, and Lin Zhisheng took over as the general manager of Universal Television. On June 10, 2003, Lin Zhisheng said that Universal Television would buy a building within two months, which proved that Universal Television had sufficient funds; he had come from the cram school industry to the television industry, and he wanted to make up for his lack of experience with hard work[1].

On May 14, 2005, Lin Zhisheng was elected as a representative of the National Assembly of the Founding Party, and was also the only representative of the 2005 Taiwanese National Assembly election of the Founding Party. In June 2005, Lin Zhisheng issued a resignation statement and resigned as a representative of the National Assembly.

On December 9, 2006, Lin Zhisheng represented the Alliance to Protect Taiwan and ran for mayor of Kaohsiung City, but lost with the lowest vote of 1,746. Lin Zhisheng then declared himself elected as the mayor of Kaohsiung in the name of the United States Taiwan Civilian Government. The five city council candidates who were nominated by the Alliance to Protect Taiwan but lost in the Kaohsiung City Council election also announced their election in the name of the United States Taiwan Civilian Government[2].

Media reports

On April 11, 2012, Lin Zhisheng gave a lecture at the National Cheng Kung University’s Taiwan Language Test Center General Education Lecture entitled “Taiwan’s International Status Since 1945 from the Perspective of the Laws of War,” arguing that “according to the laws of war, Taiwan’s sovereignty does not belong to the Republic of China or the People’s Republic of China, and Taiwan is a territory of the United States.”[3]

Mission-oriented National Assembly Representatives

  • On May 14, 2005, the Mission-oriented National Assembly Representatives election was held. The Taiwan Independence Party, which opposed the constitutional amendment and emphasized Taiwan's so-called globalized constitution with the mainland,[4]received 11,500 votes[5] and was qualified to be a representative of the National Assembly. Lin Zhisheng, who was nominated by the Taiwan Independence Party first, was elected as a representative of the Mission-oriented National Assembly[6].
  • On May 30, 2005, Lin Zhisheng represented the Founding Party in the last National Assembly. He was ranked second when he registered, but refused to take the oath. After a long discussion about the contradiction between the Democratic Progressive Party's refusal to swear to the Republic of China when it was in opposition and its deviation after taking power, although he was passionate, Lin Zhisheng finally signed the oath, completed the procedure, and became a representative of the National Assembly (Republic of China)[7].

Requesting the Mainland Affairs Council to Pay Substantial Attention

  • On May 28, 2008, Lin Zhisheng, the convener of the Preparatory Committee of the Taiwan Civilian Government, went to the Mainland Affairs Council of the Executive Yuan of the Republic of China to meet with the chairperson, Lai Shin-yuan, as a representative of Taiwanese businessmen who were persecuted for investing in China. Lin Zhisheng said: "Since the new government took office, the two sides have actively communicated, but none of the more than 10,000 cases of persecution of Taiwanese businessmen have been properly resolved so far. In the future, we do not rule out inviting 500 Taiwanese businessmen to petition the government, hoping to gain the substantive attention of the new government[8]."

The third general secretary of the Friends of Lee Teng-hui

  • On June 19, 2008, Cheng Zhongmo, one of the two advisors of the Preparatory Committee of the Civilian Government of Taiwan, was elected as the general president of the Friends of Lee Teng-hui for a term of four years. At the strong invitation of Cheng Zhongmo, Lin Zhisheng became the general secretary of the Friends of Lee Teng-hui[9]. After taking office as the secretary-general of the Friends of Lee Teng-hui, Lin Zhisheng actively promoted the 51st state and the US prosecution case, which triggered controversy among Lee Teng-hui's supporters[10]. On June 19, 2009, Lin Zhisheng resigned and was replaced by Peng Pai-hsien. Cheng Zhongmo resigned on August 8, 2009 and was replaced by Cai Kuncan; on March 13, 2010, Cai Kuncan and Peng Baixian adhered to Lee Teng-hui's ideas and transformed the Friends of Lee Teng-hui into the Lee Teng-hui Democratic Association and held its founding conference. However, in an exclusive interview with China Review News Agency on June 10, 2010, Lin Zhisheng still claimed that he was still the secretary-general of the Friends of Lee Teng-hui Association, and stressed that Taiwan is not a U.S. territory, nor is it a trusteeship territory[11]. Taiwan is currently occupied by the United States[12].

Involving fraud and money-sucking

  • On May 11, 2018, the Taoyuan District Prosecutor's Office directed the Taoyuan City Investigation Division of the Ministry of Justice Investigation Bureau and the Taoyuan City Government Police Department to search the Central Hall of the Taiwan Civil Government and the residences of seven senior officials of the Taiwan Civil Government. In the luxury house of Lin Zhisheng and Lin Zi'an in Luzhu District, Taoyuan City, up to 130 million yuan in cash was found, and the Taiwan Civil Government membership list was also found, which is estimated to have sucked at least 300 million yuan[13].
