The Template:Lien_web handles French-language parameters for {{cite web}}, as in the French Wikipedia template fr:Modèle:Lien_web, with French "titre=" for title. As of March 2017, {cite_web} would issue a red-error message for each unrecognized French parameter as "Unknown parameter |xx ignored..." and so {lien_web} here simply switches any French parameter into the English equivalent,
and translates any date/month names into English,
until those cites can be automatically wp:substed as {cite_web} or hand-translated into English where needed.
Due to translation of dates/months, the runtime speed of the template is about 20-25 per second, and usage should be limited to about 150 {lien_web} per page, depending on performance needs.
The template can be wp:subst'ed in the form {{subst:lien_web|...}} to generate the equivalent markup as "{{cite web|...}}" but not inside wp:reftags <ref>...</ref> which must be removed before subst'ing and then restored during another edit to a page.

Performance considerations
The Template:Lien_web runs 45-50 per second, but users should translate to {{cite web}}, as time permits. The translations of {lien_web} would typically require expertise in French, plus knowlege of the French Wikipedia cites or fr:Modèle:Lien_web (template), plus knowlege of parameters of the enwiki Template:Cite_web. The parameter list and months, listed above, can be used to assist translation of parameter names and dates.
Care should be taken to correctly hand-translate cite data into English; otherwise, the auto-translation of parameters is likely to be more correct.
