The Amber Hagerman Child Protection Act of 1996 is a bill passed by the 104th United States Congress that creates stricter regulations and penalties for child sexual assault and abduction of a minor.[1]

The act was first created after the abduction of Amber Hagerman in Texas prompted her mother and Dee Anderson, a local police officer, to petition congress to create the AMBER Alert system to notify community members when a child was abducted.[2]
