After being elected consul in 107 BC, Marius gained command of Rome's forces in North Africa. The legions stationed there had lost men in battle and required additional recruits. Instead of relying on the annual levy, Marius accepted volunteers from the capite censi, people who were not property owners and hence ineligible for military service.[1]
