{{verbatim title}} (24 uses as of 2025-07-02) wraps title in <q>...</q>, which adds quotes. Not appropriate for MINORWORKS, but it opens the questions of when to use quotes for title and when not. Currently, it seems quotes are not used where would in running text because practically nobody knows that this is possible. OTOH, should the exact same rules apply to titles that apply to body text? Is a title mentioning or using. I would think the latter, which argues against quotes for quotations.
