Monica Nicole Dean (born July 19, 1989) is a U.S. Navy veteran, senior Agile Scrum Master, 2023 Kentucky Woman Veteran of the Year[1], and Democratic candidate for the U.S. House of Representatives in Kentucky’s 4th Congressional District. She is challenging longtime incumbent Thomas Massie in the 2026 election. Dean’s campaign is focused on ending government corruption, ensuring universal access to healthcare, fully funding public education, and protecting and expanding benefits for veterans.
Born in Florida and raised in Ohio, Dean earned her BA in General Studies with a concentration in Marketing from Southern New Hampshire University. In 2025, she completed the Emerge Kentucky [2]training program for Democratic women leaders.
Dean currently serves as Precinct Chair for her district in Oldham County and is a member of the Oldham County Democrats Executive Committee[3]. She previously held the role of Event Coordinator on the board of Lady Veterans Connect and co-founded the Vet Connect support group with Anna Marie Janning (previously Culver) at the Nelson County Library.
Early Life and Education
[edit]Dean was born in St. Petersburg, Florida and raised in Ohio. An only child, she attended vocational school in high school, focusing on Media Communications. She also participated in cheerleading, basketball, and volleyball. At 19, she enlisted in the U.S. Navy.
Dean married in 2016 and divorced in 2020. She graduated from Southern New Hampshire University in 2015 and has one half-brother, Tim Reynolds, who resides in Michigan.

Military Career
[edit]Dean served in the U.S. Navy from 2009 to 2012 as an Aerographer’s Mate (E-4, Petty Officer 3rd Class). She deployed aboard the USS Abraham Lincoln (CVN-72) in support of Operation Enduring Freedom and Operation New Dawn. She led the night shift as technical lead, supporting flight operations with meteorological data and weather modeling.
Her responsibilities included:
- Launching and analyzing weather balloons for battle group communications
- Supervising six sailors and ensuring their readiness and qualifications
- Leading emergency drill execution and space maintenance
- Translating surface weather data into climatology models during remote assignments
She held Secret-level clearance and worked on both SIPRNet and NIPRNet systems.
Civilian Career
[edit]After her military service, Dean transitioned into project and Agile leadership roles in the tech and healthcare sectors. She currently works remotely for a software company as a Senior Scrum Master.

- Public Education: Dean supports fully funding public schools, increasing teacher pay, and investing in vocational and early childhood education.
- Veterans: As a combat veteran, she is committed to protecting and expanding VA services, mental health access, and job support for veterans and their families.
Personal Life
[edit]Dean resides in Crestwood, Kentucky with her young son, parents, grandparents, and four dogs. Her grandparents, now in their 80s, are a central part of her support system. As a teenager, her first job was bookkeeping and inventory at her family’s metal fabrication and demolition company in Ohio.
Dean's family was featured in a local magazine that showcased their multi-generational home which further highlights her commitment to her community.[4]
