The 95-5 rule is real. 95% of IP editors (a low estimate) are here to be vandals and useless idiots who do nothing for the encyclopedia except ruin everyone else's time and fun. There is no reason why a random person should just be able to edit from their IP (a large portion of Wikipedia's bad reputation among the public is from this). The other 5% would be encouraged to create accounts so they cannot be doxxed.
