Here is my usual procedure at WP:FAC:

  1. I read through the article, or at least sample sections, and often copy-edit once I see problems I can fix fairly easily.
  2. Where there are problems that would take longer to fix, or where the fix is not obvious, but which seem to me relatively uncontroversial, I may leave inline comments.
  3. I am usually most concerned with a) prose (criterion 1a of WP:WIAFA) and b) referencing (criterion 1c)
  4. Based on my sampling of the article, I will oppose or support the article.
  5. My opposition or support is based on how much I see needs to be done as I copy-edit. Again, if I see problems that clearly need fixing, I will usually fix them myself rather than type them out at FAC. But these are usually sample problems.
  6. If you want to know what more needs to be done, look at the copy-editing I have done, which is usually fairly basic and involves improving grammar and flow, making passive verbs active, removing redundancy and repetition, and so on.
  7. Every nominator should seriously study Tony's article on how to satisfy criterion 1a.
  8. I am prepared to devote time to help with articles at FAC, but do not appreciate being badgered about my comments.
