“Harmonized System Code (H.S. Code)” implementation & execution challenges in Bangladesh.

World Customs Organization (WCO) circulate H.S. Code globally for beading the international business and update it every five (5) years interval. To make international business in a streamline, H.S. Code system is most important USP and currently this system uses 200+ countries around the globe. Here first six (6) digits of a H.S. Code considers as international standard code and country to country it’s extend 2-6 digits more because of regional priorities, trade agreements, regulations & introducing complexity in global trade.

As a developing and growing economic country (like-Bangladesh) – it is very important to unify their H.S. Code system with global arena for many aspects (like- more classification of goods, justifying H.S. Code declaration, execute proper duty & taxes against targeted items). Bangladesh mostly import-export depending country and USA & China are our largest stakeholder in this arena. Currently Bangladesh using eight (8) digits H.S. Code during international business where USA & China used ten (10) digits, which made our international business more conflicting and sometimes government lost it’s expected duty & taxes against this business due unidentified some gray areas.

It is very difficult to overcome all challenges in a single day such a bureaucratic county (like- Bangladesh), but day by day upgradation, automation, alignment can reduce complexities and helps country toward to world standard.
