William Louis Hurlock (born 1966) is an American politician, a trial attorney, and a former federal prosecutor in Montclair, New Jersey. He specializes in litigating cases related to the False Claims Act (qui tam), police reform, commercial litigation and mass torts. He taught Legal Research & Writing and Healthcare Law at Seton Hall University School of Law from 2002-2012. A member of the Republican Party, Hurlock previously served on the Township of Montclair from 2012 to 2024, as the First Ward Councilor from 2012-2024 and as Deputy Mayor from 2016-2017; 2020-2024.
Biography
[edit]Born in Summit, New Jersey and raised in Millington, New Jersey, he attended Watchung Hills Regional High School. He graduated from American University with a Bachelor of Science in Political Science and Justice, and from Washington College of Law with a Juris Doctor, cum laude and also served as the senior articles editor for the American University Law Review. Hurlock is related to John M. Hurlock, the founder of Hurlock, Maryland. On July 10, 2023, the Mayor and the town of Hurlock honored him by declaring the day William Louis Hurlock Day.[1]
Career
[edit]In 1989, Hurlock served on the staffs of three offices within the Office of Independent Counsel: David M. Barrett, Donald Smaltz and James C. McKay. Additionally, he worked for United States Congressman James A. Courter and for David Atkinson (politician) Member of Parliament for Bournemouth East, in the British House of Commons. In 1998, Hurlock served as a federal prosecutor in Washington D.C., where he investigated allegations of public corruption. He worked at several law firms, including Sills Cummis & Gross P.C. (1999-2004); Boies, Schiller & Flexner LLP (2004-2007); Herrick LLP as Of Counsel (2007-2010), and Gfeller Laurie LLP as partner (2010-2013). Since 2013, Hurlock served as the managing partner at Mueller Law in both Montclair, New Jersey and New York City. Since 2021, he is also the managing and founding partner at Hurlock Law, LLC.
Montclair Town Council
[edit]Hurlock was elected as First Ward Councilor to the Montclair Town Council in 2012, defeating the incumbent.[2] He went on to serve the Township of Montclair for three consecutive terms. In May 2016, Hurlock made history as the only First Ward Councilor in Montclair to run unopposed.[3] From 2016-2017; 2020-2024, he also held the position of Deputy Mayor. In 2024, Hurlock was honored by The Giblin Association, an organization founded by the family of former New Jersey Assemblyman Thomas P. Giblin, in recognition of his dedication to community service in government.
