The definition used doesn't apply
[edit]A definition is used from the department of Veteran Affairs. It clearly states on the page "The following definitions are intended to be applicable only in the context of the One-VA TRM."
I don't think it's appropriate to view guidelines as "By definition, following a guideline is never mandatory. Guidelines are not binding and are not enforced" in all situations. Eman4277 (talk) 05:23, 17 April 2012 (UTC)

Guideline vs. directive
[edit]Could somebody confirm that there is actually difference between a directive and a guideline when it comes to being mandatory?
I would say (though I'm not a Native speaker), that e.g. the term "safety directive" is stronger, whereas a "guideline" is more a piece of advice that can be interpreted or adapted to a certain degree.
Any opinions on that one?
