I think the load resistance in this circuit diagram should be located above the transistor. The reason for this is that if most of the voltage drops at the load (as intended), the voltage at the emitter of the transistor can easily become too big for it to conduct (since the base voltage needs to be at least 0.7V above the emitter voltage). For an PNP transistor the depicted way would be okay, but this is an NPN transistor.
