The World Digital Technology Academy (WDTA) is an international non-governmental organization based in Geneva, Switzerland. Established in April 2023, WDTA supports multilateral efforts in digital governance, standards development, and technological cooperation. It was co-founded by Peter Major, Vice-Chair and former Chair (19th and 24th sessions) of the United Nations Commission on Science and Technology for Development (UNCSTD), who also serves as its Honorary Chairman.

WDTA states that it operates in alignment with United Nations principles and promotes the values of "Speed, Safety, and Sharing" (3S). According to its official materials, the organization focuses on standard-setting in digital technologies and supports capacity building and multistakeholder dialogue in areas such as artificial intelligence and data governance.[1]

History and Background

The World Digital Technology Academy (WDTA) is an international non-governmental organization (NGO) founded in April 2023 in Geneva, Switzerland. It was co-founded by Peter Major, former Chair of the United Nations Commission on Science and Technology for Development (CSTD), and Yale Li, a digital security expert and policy advisor[2]. In April 2024, WDTA was formally inaugurated during the 27th session of the UN CSTD (along with CSA GCR)[3], where it introduced its AI STR (Safety, Trust, and Responsibility) framework to promote responsible AI governance.[4][5][6]

The AI Safety, Trust, and Responsibility (AI STR) program was launched by WDTA:

In April 2024 during the 27th Session of the United Nations Commission on Science and Technology for Development (CSTD) in Geneva[7], WDTA introduced its first two global technical standards:

  • Generative AI Application Security Testing and Validation Standard
  • Large Language Model Security Testing Method [8]

In September 2024, WDTA released the Large Language Model Security Requirements for Supply Chain standard during the Inclusion Conference on the Bund in Shanghai, in collaboration with companies such as Microsoft, Google, Meta, and Ant Group.[9]

In early 2025, WDTA presented a Single AI Agent Runtime Security Testing Standard during the Global Consultation on the Social Aspects of Digital Technologies and AI, co-hosted by UNRISD at the UN headquarters in Geneva.[10]

WDTA's AI STR program was also featured at theAI STR Forum held at Cyberport, Hong Kong, co-hosted with the HKSAR Government and international partners.[11]

Programs

DigiBridge: At the side event "Shaping the Future of AI" during the 27th session of the United Nations Commission on Science and Technology for Development (CSTD), the World Digital Technology Academy (WDTA) launched the DigiBridge initiative. This program aims to bridge the global digital divide by enhancing digital skills in developing countries, promoting digital economic development, and encouraging collaboration and knowledge exchange across regions.[12]

I·CAIO: In April 2024, during the 27th session of the UN CSTD held in Geneva, WDTA announced the launch of the I·CAIO (International Chief Artificial Intelligence Officer) certification program. The initiative is designed to train senior professionals capable of leading AI-related strategies and governance in business, technology, and regulatory environments.[13]
