PASHA Real Estate Group (Legal name: PASHA Development LLC) is an international real estate development and asset management company based in Baku, Azerbaijan. Established in 2024, the company operates as a specialized vertical within PASHA Holding, focusing on the acquisition, development, and management of residential, commercial, and hospitality assets.[1] Its operations span the Caucasus, Central Asia, and the Mediterranean regions, including projects in Turkey, Georgia, Montenegro, and Uzbekistan.[2]

History

PASHA Real Estate Group was formally established in 2024 as part of a strategic reorganization of PASHA Holding’s construction and real estate interests. The company's predecessor, PASHA Construction, was launched in November 2006 and acted as the primary developer for many of the landmark properties now under the Group’s management. In 2025, the group expanded its international footprint by integrating the Portonovi Resort in Montenegro into its management portfolio.[2]

Operations and Subsidiaries

The company manages an integrated value chain that includes site acquisition, project planning, sales, and long-term facility management. Operations are conducted through several specialized subsidiaries:

  • Absheron Hotel Group: Founded in 2013, this subsidiary manages a portfolio of hospitality properties including the JW Marriott Absheron Baku and the Four Seasons Hotel Baku. In an interview with Azeri Observer, the group's management outlined a strategy to expand beyond Azerbaijan into Georgia and Turkey.[3]
  • PASHA Property Management: This division provides comprehensive facility management, concierge services, and security for the group's residential and commercial assets. Its portfolio includes the management of Port Baku Residences, Knightsbridge Residence, and the Baku Expo Center.
  • PASHA Malls Group: Manages the group's retail assets, including the Crescent Mall.

  • Crescent Bay Development: A 450,000-square-meter waterfront development on the Caspian Sea. The project is a major landmark in Baku, comprising the Crescent Residences, Crescent Offices, and the Crescent Mall. The development also features The Residences at The St. Regis Baku, a branded luxury residential and hotel tower located within the project's signature crescent-shaped structure.[1]
  • Port Baku Residences: A high-rise residential complex located on Neftchilar Avenue, adjacent to the city's commercial district.
  • Knightsbridge Residence: Located in the Baku White City redevelopment area, this residential complex features a distinct architectural style inspired by London's Knightsbridge district.
  • Mardi Mekan Estate: A private residential estate located in the Mardakan district of Baku. The development covers 8 hectares and includes 46 private villas and low-rise apartment blocks with direct access to the Caspian Sea.
  • The Ritz-Carlton Residences, Baku: Located in the Nasimi district, this 31-story building features 79 branded residences and shared facilities with the Ritz-Carlton hotel.

International

  • One&Only Portonovi (Montenegro): A resort and residential complex in Boka Bay featuring a 238-berth marina. In August 2025, the management of the resort was formally integrated into the PASHA Real Estate Group structure via its Absheron Hotel Group subsidiary.[2]
  • Mandarin Oriental Bodrum (Turkey): In 2023, PASHA Holding acquired a 50% stake in this 600,000-square-meter resort located in Paradise Bay, partnering with the Turkish developer Astaş Holding.[4]
  • The Ritz-Carlton, Tashkent (Uzbekistan): A 31-story tower currently under construction in the Chilanzar district, scheduled for completion in 2026.

Sustainability

The group has sought international environmental certifications for its hospitality assets. In 2024, six hotels managed by the group achieved **Green Key** certification, including the JW Marriott Absheron Baku and The Ritz-Carlton Baku. The certification was awarded by the Foundation for Environmental Education (FEE) following audits of the properties' environmental management standards.[5]
