Oleg Alexandrovich Yastrebov (born March 24, 1981, Zheleznogorsk, Krasnoyarsk Krai) — Rector of the Peoples' Friendship University of Russia (RUDN University), Head of the Department of Administrative and Financial Law, Professor, Doctor of Law and Doctor of Economics, Vice-President of the Association of Legal Education, member of the Higher Attestation Commission (VAK) under the Ministry of Science and Higher Education of the Russian Federation, member of the Scientific Advisory Council at the Supreme Court of the Russian Federation, Honored Lawyer of the Russian Federation. He is an honorary graduate of the Moscow Suvorov Military School.

Biography

Born on March 24, 1981, in Zheleznogorsk, Krasnoyarsk Krai.

In 1998 he graduated from the Moscow Suvorov Military School[1].

In 1998 he entered the Faculty of Humanities and Social Sciences of RUDN University with a degree in International Relations. In 2001, he enrolled in the part-time (evening) program at the Law Institute with a degree in Jurisprudence. In 2004, he graduated with honors from both faculties[2].

From 2004 to 2008 he was a Senior Lecturer at the Department of Administrative Law of the Law Institute of RUDN University[3].

In 2007, under the supervision of A. B. Zelentsov, Doctor of Law, Professor, Head of the Department of Administrative and Financial Law of the Law Institute of RUDN University, he defended his dissertation for the degree of Candidate of Juridical Sciences (PhD in Law) on the topic "State Unitary Enterprise as a Subject of Administrative Law"[4] (specialty 12.00.14 — administrative law, financial law, information law).

In 2008 he became an Associate Professor at the Department of Administrative and Financial Law of the Law Institute of RUDN University[5].

In 2010 he defended his dissertation for the degree of Doctor of Juridical Sciences (Doctor of Sciences in Law) on the topic "Legal Entity of Public Law: Comparative Legal Research"[6] (specialty 12.00.14 — administrative law, financial law, information law). He became one of the youngest Doctors of Law in Russia.

Since 2011 he has been a Professor at the Department of Administrative Law of the Law Institute of RUDN University.

In early 2012 he defended his dissertation for the degree of Doctor of Economic Sciences on the topic "Organizational and Economic Mechanism for the Implementation of Investment and Construction Projects Based on Public-Private Partnership"[7].

From September 1, 2012, to the present he has been Head of the Department of Administrative and Financial Law of the Law Institute of RUDN University[8].

In 2013 he was elected a member of the Expert Council for Legal Sciences of the Higher Attestation Commission (VAK) under the Ministry of Education and Science of the Russian Federation[9]; in May 2017 he was appointed Deputy Chairman of the Expert Council on Law of the VAK[10].

At the end of 2014 he was elected director of the Law Institute of RUDN University.

In April 2017 he was elected president of the Association of Legal Education of the Russian Federation[11].

In November 2018 he was elected as a public representative to the Higher Qualification Collegium of Judges of the Russian Federation[12].

In December 2018 he was elected a member of the Council for Interaction with Civil Society Institutions under the Chairman of the Federation Council[13].

In March 2019 he was confirmed as a member of the Interdepartmental Council for Awarding Prizes of the Government of the Russian Federation in the Field of Education (Order of the Minister of Science and Higher Education of the Russian Federation and the Minister of Education of the Russian Federation No. 150/129 dated March 22, 2019, "On the Interdepartmental Council for Awarding Prizes of the Government of the Russian Federation in the Field of Education").

In February 2020 he was awarded the honorary title "Honorary Lawyer of the City of Moscow" (Decree of the Mayor of Moscow No. 16-UM dated February 14, 2020).

In May 2020 he was elected rector of the Peoples' Friendship University of Russia[14].

On October 13, 2020 he was approved as a member of the Scientific Advisory Council at the Supreme Court of the Russian Federation by Resolution No. 26[15] of the Plenum of the Supreme Court of the Russian Federation.

In March 2021 he was awarded the honorary title "Honored Worker of the Education Sector of the Russian Federation" for his services in the field of education and diligent work (Order of the Ministry of Science and Higher Education of the Russian Federation No. 144 k/n dated March 31, 2021).

By Decree of the Government of the Russian Federation No. 984-r dated April 22, 2022, he was confirmed as a member of the Higher Attestation Commission (VAK) under the Ministry of Education and Science of the Russian Federation for a term of 4 years[16].

On May 22, 2025 he was re-elected to the position of rector of the Peoples' Friendship University of Russia named after Patrice Lumumba for a second five-year term[17]. At the end of May 2025, the Ministry of Science and Higher Education of the Russian Federation issued the corresponding order for his appointment.

On March 20, 2026, by Decree of the President of the Russian Federation No. 176 dated March 20, 2026, "On Awarding State Decorations of the Russian Federation," he was awarded the honorary title "Honored Lawyer of the Russian Federation"[18].

Approach to managing RUDN University

On May 25, 2020 appointed Rector of the Peoples' Friendship University of Russia named after Patrice Lumumba[19]. In May 2025, he was re-elected to this position[20].

In 2025, RUDN University ranked 3rd[21] among Russian universities in the QS World University Rankings (367th place globally)[22].

RUDN University remains the most international university in Russia, with students from over 160 countries. Under Rector Yastrebov, the number of international students has steadily grown. A notable increase occurred following the 2024 admissions campaign for foreign citizens, when the number of international students grew by 15%[23].

RUDN University is engaged in systematic work to develop scientific and educational cooperation with industrial partners. The university collaborates with over 120 partners[24], including 9 strategic partners: ecosystem-type business companies such as Alfa-Bank[25], Sber[26][27], X5 Group[28], Sistema, the Bank of Russia, Rosatom, VTB, VEB.RF, Russian Agricultural Bank and the Russian Export Center[29].

RUDN University actively participates in the International Olympiad on Financial Security, organized by Rosfinmonitoring (the Federal Financial Monitoring Service) by decree of the President of the Russian Federation[30]. Oleg Yastrebov serves as the Chairman of the Olympiad's jury[31]. The Olympiad is interdisciplinary, covering economics, law, international relations, mathematics, and information technology (including information security, monitoring, and big data analytics). RUDN is responsible for working with international participants from far-abroad countries.

In 2024, RUDN University established one of the first Faculties of Artificial Intelligence in Russia[32]. Leveraging the university's multidisciplinary nature, it trains specialists in the use and development of AI technologies for various economic sectors[33].

Under the leadership of Oleg Alexandrovich Yastrebov, RUDN University expanded its international internship program. Today, the university implements over 100 academic mobility programs and has more than 500 cooperation agreements with foreign universities[34].

The university is actively developing its infrastructure: new dormitories are being built[35], and the campus is seeing the addition of diverse student recreation areas — an esports club, coworking spaces, golf simulators, and outdoor fitness equipment.

Sanctions

On March 6, 2022, after Russia’s invasion of Ukraine, he signed a letter in support of Russian aggression[36]. Since June 9, 2022, he has been under personal sanctions of Ukraine for supporting the war[37]. He was also added by FBK to the list of corrupt officials and warmongers for supporting the attack on Ukraine[38]. On March 16, 2022, he was included by the Free Russia Forum in the “Putin List” and the report of “warmongers” with a proposal to impose international sanctions against him[39].

Scientific activity

He is actively engaged in scientific research[40].

Author of over 200 scientific publications, including "Administrative Legal Personality of a Unitary Enterprise as a State Organization"[41], "Foundations of the Legal Status of Public Law Legal Entities in Foreign Countries"[42], "Problems of Classification of Public Subjects of Administrative Law"[43], and others.

Oleg Yastrebov's research interests include issues of administrative and financial law, public law, interdisciplinary connections (interaction between administrative, criminal, and civil law), problems of legal education, problems of classification of public subjects of administrative law, theories of legal entities, general characteristics of state and municipal institutions in the context of current Russian legislation, the legal personality of electronic persons, and the legal personality of artificial intelligence[44].

Oleg Yastrebov considers Professor Alexander Borisovich Zelentsov his teacher. Under his guidance, he wrote and defended his Candidate's and then his Doctoral dissertation. Oleg Alexandrovich notes that Zelentsov played a special role in his life, characterizing their relationship as a sincere and lasting bond between a student and a Teacher in the highest sense of the word. He expresses gratitude for his academic rigor, strategic vision, and respect for independent thought[45].

In 2010, he defended his doctoral dissertation on the topic "Legal Entity of Public Law: Comparative Legal Research"[46] and became one of the youngest Doctors of Law in Russia. In his work, he proposed reviving the construct of a legal entity of public law in domestic legislation, developed a general legal concept of a legal entity, identified criteria for distinguishing public legal entities from private ones, and proposed their detailed classification — from the state and territorial entities to public institutions, corporations, political parties, and religious organizations.

In 2012, Yastrebov defended his doctoral dissertation (in Economics) on the topic "Organizational and Economic Mechanism for the Implementation of Investment and Construction Projects Based on Public-Private Partnership"[47]. He demonstrated that modernizing the Russian economy requires large-scale infrastructure projects — high-speed highways, new energy capacities, and territorial development. The state cannot finance them alone, so it is necessary to combine efforts with private business. He proposed creating an institutional structure (PPP centers at various levels) and adopting a special law on public-private partnership.

Starting in 2018, he was among the first to research the legal aspects of artificial intelligence. He published an article "Legal Personality of an Electronic Person: Theoretical and Methodological Approaches"[48], in which he explores whether artificial intelligence, like a legal entity, can bear rights and obligations. Among the topics he discusses: liability for harm caused by AI, copyright on results created with AI, the legal regime of digital twins, and the possibility of transactions and legal proceedings between AI systems without human involvement.

In 2017, together with A. B. Zelentsov, he published a textbook "Judicial Administrative Law"[49] for university students studying in the field of "Jurisprudence."

The practical application of his research was reflected in his participation in the development of the Code of Administrative Court Procedure (CAS RF) in 2015, specifically in drafting the bills for Section IV "Features of Proceedings for Certain Categories of Administrative Cases" and Section V "Simplified (Written) Proceedings for Administrative Cases."

He holds the position of Editor-in-Chief of the peer-reviewed scientific journal "RUDN Journal of Law," which is included in the list of leading scientific publications of the Higher Attestation Commission[50]. He is a member of the editorial boards of several reputable specialized and interdisciplinary journals: "Administrative Law and Procedure", "Legal Policy and Legal Life"[51], "Public Law Today"[52], "Surgut State University Bulletin", "Eurasian Legal Journal"[53], and "Bulletin of the Arbitration Court of the Moscow Region"[54].

Under Yastrebov's scientific supervision, 15 Candidate's dissertations and 5 Doctoral dissertations have been defended.

Since March 2026, he has been writing an author's column on legal issues in TASS[55].

Teaching

For bachelor's degree students in the general field of "Jurisprudence" and the "International Law" profile at the Law Institute of RUDN University, he teaches the course "Administrative Law of the Russian Federation."

For master's degree students studying at the Department of Administrative and Financial Law, he teaches the courses "Legal Regulation of Public-Private Partnership" and "Legal Regulation of Artificial Intelligence."

His main scientific works are devoted to problems of administrative law, the theory of legal entities of public law, legal regulation of public-private partnership, issues of digitalization and artificial intelligence in law[65].

In recent years, he has been actively developing issues of legal regulation of artificial intelligence, digital transformation of public administration, and information security.

Main scientific results:

  • A theoretical concept of a legal entity of public law has been developed;
  • A detailed understanding of the essence of a legal entity of public law has been formed;
  • A scientifically grounded concept of a legal entity of public law has been developed;
  • The theoretical parameters of the system of a legal entity of public law have been defined at the conceptual level;
  • The phenomenon of artificial intelligence has been investigated from the perspective of legal theory;
  • A theoretical and methodological approach to the legal personality of an electronic person has been developed.

Criticism

Dissernet — a voluntary online community of experts, researchers, and journalists dedicated to exposing fraudsters, falsifiers, and liars — has examined his scientific activities and identified a number of violations of scientific ethics[66], such as: participation in disgraceful decisions, plagiarism, serving as research supervisor for a dissertation containing plagiarism, multiple publications, and violations of publication ethics.
