Michiel Scheffer is a Dutch politician, consultant, and entrepreneur who has served as President of the European Innovation Council (EIC) Board since March 2023. He previously served as a member of the European Committee of the Regions, Deputy of Gelderland from 2015 to 2019, and member of the Provincial Council of Gelderland from 2001 to 2015.

[edit]Scheffer studied social geography at Utrecht University, where he received his PhD in 1992.
Career

[edit]After completing his doctorate, Scheffer worked as an independent advisor. He was employed at the business organization for fashion, interior design, and textiles, where he became deputy director. He subsequently returned to independent advisory work and from 2013 also worked as a consultant at Berenschot. Scheffer founded and served as CEO of Polisema BV, a company providing advice and investment services for start-ups in fields ranging from ICT and textiles to medical devices and energy storage. He was also CEO of Noéton Policy in Innovation BV, which provides consulting services in innovation management and public affairs [1].
In academia, Scheffer was a lecturer at Saxion University of Applied Sciences and a guest lecturer at Rhine-Waal University of Applied Sciences.
Political career
[edit]Scheffer became a member of D66 in 1982 and held various positions in local party boards. As chairman of the National Program Committee, he was responsible for the D66 election manifestos in 1998 and 2002. From 2001 to 2015, he served as a member of the Provincial Council of Gelderland and as provincial party leader. In 2015, he became Deputy of Gelderland with the portfolio for economy, innovation, and Europe, serving until 2019. Scheffer was the provincial party leader in Gelderland for the 2011, 2015, and 2019 provincial elections[2]. In 2013, he lost the election for D66 party chairmanship to Fleur Gräper[3].
He also served as a member of the European Committee of the Regions, representing local and regional interests at the EU level[4].
European Innovation Council
[edit]In March 2023, the European Commission appointed Scheffer as President of the European Innovation Council Board, succeeding Mark Ferguson who had served as interim chair since November 2021. The EIC was established to identify, promote, and scale up breakthrough technologies and disruptive innovations in the European Union[5]. As President, he has advocated for better coordination between EU, national, and regional funding mechanisms to support Europe's estimated 160,000 deep-tech start-ups [6].
