The Localization Coordination Council (LCC) is a Sudanese civil society initiative formed in response to the humanitarian crisis and governance vacuum caused by the ongoing conflict in Sudan. It functions as an umbrella body that supports and coordinates the work of Emergency Response Rooms (ERRs) and other local actors across the country. The LCC promotes localization of aid, advocating for community-led crisis response and decision-making in humanitarian efforts.

Founded during the 2023 escalation of conflict in Sudan, the LCC emerged from the urgent need to organize decentralized, locally grounded humanitarian response networks. It facilitates coordination between ERRs, civil society organizations, and international partners, emphasizing transparency, accountability, and the protection of civilians.
