Overview

[edit]

CEN/TC 348 aims to establish a standardized European approach to Facility Management by creating common terminology, frameworks, and methodologies. The committee's work promotes professionalization, enhances service quality, and facilitates cross-border collaboration within the built environment sector.

CEN/TC 348 closely collaborates with ISO/TC 267 – Facility Management under the Vienna Agreement between CEN and ISO. Through this collaboration, many Facility Management standards are developed jointly and published both as international (ISO) and European (EN ISO) standards.

Published Standards

[edit]

CEN/TC 348 has developed and published several key standards, including: - EN 15221-1:2006, Facility Management – Terms and definitions - EN 15221-2:2006, Facility Management – Guidance on how to prepare Facility Management agreements - EN 15221-3:2011, Facility Management – Guidance for quality in Facility Management - EN 15221-4:2011, Facility Management – Taxonomy, classification and structures in Facility Management - EN 15221-5:2011, Facility Management – Guidance on Facility Management processes - EN 15221-6:2011, Facility Management – Area and space measurement in Facility Management - EN 15221-7:2012, Facility Management – Guidelines for Performance Benchmarking - EN 15221-8:2012, Facility Management – Guidance on business to business cooperation, contracts and business development - EN ISO 41011:2017, Facility Management – Vocabulary (replacing EN 15221-1) - EN ISO 41012:2017, Facility Management – Guidance on strategic sourcing and development of agreements (replacing EN 15221-2) - EN ISO 41013:2017, Facility Management – Scope, key concepts and benefits - EN ISO 41014:2020, Facility Management – Development of a facility management strategy - EN ISO 41001:2018, Facility Management – Management systems – Requirements with guidance for use - EN ISO 41015:2023, Facility Management – Environmental sustainability in Facility Management

Current Work

[edit]

Ongoing work within CEN/TC 348 includes the development of: - A new standard on space measurement for Facility Management (Working Group 6), developed in cooperation with experts from CEN/TC 442 (Building Information Modelling), aiming for broader applicability across the built environment. - A consolidated standard (Working Group 9) intended to replace EN 15221-3, EN 15221-4, EN 15221-5, and EN 15221-7. - A new standard addressing Facility Management and digital transformation (Working Group 10), currently under development.

Collaboration with ISO/TC 267

[edit]

CEN/TC 348 collaborates intensively with ISO/TC 267 under the Vienna Agreement, ensuring that new standards are developed jointly when possible. As a result, Facility Management standards from the ISO 41000 series are adopted in Europe as EN ISO standards, such as EN ISO 41001, EN ISO 41011, and EN ISO 41014.

National Participation

[edit]

The work of CEN/TC 348 is supported and implemented across Europe through the involvement of national standards bodies, including: - **NEN (Netherlands)**, adopting standards like EN ISO 41001[1] - **Standards Norway (SN)**, following CEN/TC 348 through its national mirror committee SN/K 226[2] - **DIN (Germany)**, involved through national committee NA 041-04-02 AA[3] - **AFNOR (France)**, coordinating participation through AFNOR/X60G[4] - **UNI (Italy)**, publishing and adopting Facility Management standards such as EN ISO 41015[5]

Organization

[edit]

The committee is chaired by Ian van der Pool (Netherlands) and the Secretariat is held by Standards Norway (SN).
