Arvinjit "Arvin" Singh (born August 11th) is an American healthcare executive and public servant who currently serves as the Secretary of Health for the state of West Virginia in the administration of Governor Patrick Morrisey. He was previously the Vice President of Strategy and Communications at University of Maryland Shore Regional Health (UM SRH), where he played a key role in healthcare policy, system planning, and strategic development.
Singh led the successful Certificate of Need (CON) application process for a $540 million regional medical center in Easton, Maryland. He also oversaw the creation and implementation of UM SRH’s first 340B drug pricing program, aimed at increasing access to medications for underserved populations. During his tenure, he contributed to the development of system-wide strategic frameworks for the University of Maryland Medical System and participated in committees focused on artificial intelligence and long-term planning.
Outside of hospital leadership, Singh served as chairman of the Talbot County Chamber of Commerce in Maryland, where he was involved in local economic development and regional business advocacy.
Prior to his role at UM SRH, Singh was Chief Operating Officer of OHL, a behavioral health organization affiliated with the Louisiana State University Health System of providers. In that role, he managed a network of inpatient and outpatient addiction treatment programs, serving over 2,000 patients per month across multiple care settings.
Singh’s earlier experience includes work at Johns Hopkins Medicine, where he led process improvement initiatives using Lean and Six Sigma methodologies and contributed to population health strategies. He also held internships and fellowships in several federal government institutions, including the U.S. House of Representatives, the Executive Office of the President, and the Centers for Medicare & Medicaid Services.
Singh holds a Doctor of Education from Nebraska Methodist College. He also earned graduate degrees from Brown University (MS in Healthcare Leadership), George Washington University (MPH), and Penn State University (MBA), and completed executive training in negotiation at Harvard University. He is a Fellow of the American College of Healthcare Executives (FACHE) and holds a Lean & Six Sigma Green Belt certification from Johns Hopkins Medicine.
