Arguj Kalantarli (born December 7, 1981, in Nakhchivan, Azerbaijan SSR) is an Azerbaijani government official and civil protection expert currently serving as the Secretary-General of the International Civil Defence Organization (ICDO). With over 20 years of professional experience, he has played a significant role in civil defense, emergency response coordination, and international humanitarian operations, particularly within the Ministry of Emergency Situations of Azerbaijan.

Early life and education

He pursued higher education at Azerbaijan University of Languages from 1999 to 2003, earning a Bachelor's degree in Philology with a focus on the English language. He later completed a second Bachelor's degree in International Law at Baku State University between 2009 and 2013.[1]

Career

Arguj Kalantarli began his career in 2005 at the State Customs Committee of the Republic of Azerbaijan, where he served as Senior Inspector in the department of foreign relations. His role involved fostering international cooperation and ensuring the effective management of customs procedures.[2]

In 2006, he joined the Ministry of Emergency Situations of Azerbaijan as Deputy Head of the International Activity Department. The following year, he was promoted to Head of the International Relations Department, a position he held until 2025.[3]

In this capacity, he was instrumental in coordinating international civil protection and disaster response activities and actively engaged with global organizations, enhanced bilateral cooperation, and contributed to regional emergency preparedness and humanitarian aid initiatives.[4]

Secretary-General of ICDO

In July 2025, during the 3rd extraordinary session held in Baku, Azerbaijan, Arguj Kalantarli was unanimously elected Secretary-General of the International Civil Defence Organization (ICDO), becoming the first Azerbaijani to lead the organization.[3] He was elected over candidates from Serbia, Tunisia, and Burkina Faso, receiving the support of 23 member states in the first round.[5]

As Secretary-General, he advocates for enhanced international coordination in disaster risk reduction, emergency response, and humanitarian assistance. He emphasizes the importance of global solidarity in addressing natural and man-made disasters and actively promotes capacity-building programs among member states.[6]
