23rd Metallurgical Construction Group Co., Ltd. of Minmetals (Chinese: 中国二十三冶集团有限公司) is a Chinese state-owned enterprise engaged in construction, engineering, and infrastructure development. It operates under the umbrella of China Minmetals Corporation, one of China's largest central state-owned conglomerates.
Corporate affairs
[edit]The 23rd Metallurgical Group is a subsidiary of China Minmetals Corporation, a major central enterprise supervised by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC). It also shares historical and operational ties with Metallurgical Corporation of China (MCC), which functions as Minmetals’ engineering and construction arm for many overseas mining and metallurgical projects.
Founded as a metallurgical construction unit, the 23rd Metallurgical Group has evolved into a diversified engineering and general contracting firm.
Domestic projects
[edit]The group has large-scale engineering contracts mainly in China.
In Hunan it is handling civil, mechanical and electrical works for the RMB 30 billion Huaxia Tebian Intelligent Equipment Manufacturing Base in Changsha, a provincial “key project” that will create an extra-high-voltage transformer research and production hub.[1] The company has also delivered a smart production line for ultra-fine tungsten-carbide powder at Zhuzhou Cemented Carbide Group, giving the facility a design capacity of 3,000 t per year and reinforcing the domestic cemented-carbide supply chain.[2]
In the new-energy sector the company is acting as EPC contractor for Guocheng Lithium’s lithium-salt complex at Mianzhu, Sichuan, a project that will process up to 200,000 t of lithium salts annually and strengthen the Southwest China battery-materials cluster.[3] Mining-related work includes the upgrade of the Shizhuyuan polymetallic mine tailings facility in Chenzhou, where enhanced water-recycling measures are being installed.[4]
For the steel industry the group is building environmental BOO facilities at Baosteel’s Zhanjiang zero-carbon thin-plate complex in Guangdong, focusing on steel-slag resource-utilisation systems that support China’s dual-carbon goals.[5]
International Projects

[edit]The company was contracted to construct the Osukuru Industrial Complex in Uganda, a US$560 million project intended to house a phosphate fertilizer plant, steel mill, sulfuric acid facility, and a 12 MW thermal power station. Commissioned in 2015 with high-level political support, including a groundbreaking ceremony attended by President Yoweri Museveni, the complex was one of Uganda’s largest industrial investments backed by Chinese financing. The project was led by Guangzhou Dongsong Energy Group through its local subsidiary, Uganda Hui Neng Mining Ltd, with construction executed by 23rd Metallurgical Construction Group Co., Ltd.[6] Despite early progress, the project stalled by 2023 and the site remained largely inactive.[7]
Suriname
[edit]The company constructed the Regional Hospital Wanica in Lelydorp, completed in February 2020 with funding from the Chinese government. The 180-bed facility is one of Suriname's largest public hospitals.[8]
In October 2023, the Surinamese Ministry of Health broke ground on a new US$20 million headquarters building in Paramaribo, to be constructed by 23rd Metallurgical Construction Group Co., Ltd. The project is financed through a loan agreement with the Inter-American Development Bank (IDB). The three-storey facility, located on Rode Kruislaan, will house all 525 ministry staff and accommodate other public health entities, including the Bureau voor de Openbare Gezondheidszorg (BOG) and the Pan American Health Organization (PAHO).[9]
Angola
[edit]The 23rd Metallurgical Construction Group Co., Ltd. is leading a major US$1.5 billion housing development initiative in Angola called the "Educational City" (Cidade Educacional) project. The goal is to build 100,000 housing units over four years exclusively for Angolan teachers. The project is being implemented in partnership with the Caisse de Prévoyance des Professeurs (CPP), with an initial phase of 30,000 units covering Luanda and Icolo e Bengo, particularly in Quenguela Sul, Zango 5, and Maye-Maye in the municipality of Sequele.[10]
Maldives
[edit]The company participated in the construction of the Hiyaa Housing Project in Hulhumalé, delivering two 15-storey towers for social housing under a contract with the Maldivian government.[11]
In 2022 the company, through a joint venture with local firm Donbez Private Limited, was awarded a contract by the Ministry of National Planning, Housing and Infrastructure to construct 400 housing units in Kulhudhuffushi City. The US$29 million project includes five apartment buildings, each comprising 1,000 square foot units with three bedrooms, three bathrooms, and associated living amenities.[12]
