What is RADSL?

What is RADSL? Is it just a term for the rate-adaptation that can be performed in ITU-T standardized ADSL, VDSL, and SHDSL? Or is it a DSL standard of its own? I would guess it's the former, however Template:DSL technologies lists RADSL as separate from ITU-T land, implying that RADSL is a DSL variant of its own.
