Comment: possibly a WP:G5 candidate - see: Wikipedia:Sockpuppet investigations/Mkd07 - but please do note the article was created by Metricon01 before they were blocked. The webpage this was initially copied from asserts is that its contents are Attribution 3.0 Unported (CC BY 3.0) The does appear to be the official website of the Government of Moscow. There is obviously an issue about whether content the https://www.mos.ru/en/ website is in any way compatible with the various licenses for and in Wikipedia content. That discussion might be for another day: that said, please go ahead and make it today. I suggest we should concentrate on the substantial merits of this article for now.
