This person does not appear to come close to the criteria in the notability guideline at WP:AUTHOR. The only claim of significance is being the winner of a literary award so minor that it is also probably a valid candidate for deletion on notability grounds. I promise I'll get this into the article later, but short on time now; here's a review [1]; it looks like there used to be another one at the August Chronicle ([2], but now removed for some reason (maybe it's a paywall); I'll try to find more later.
