Notes & References needs fixing?

I apologize for not quite knowing how to fix the two reference notes in this article that use the obsolete ref template. My first thought was to simply delete them both because I don't understand the need for citations in these two places. However, I see that both have been present since the first version of the article from 2006 and am concerned there may be more here than I am seeing.
