Change name of article?

Assuming that this article relates to the Committee titled: 'Государственный комитет по труду и социальным вопросам', (see list at: Список государственных комитетов СССР [ru]), would the title 'State Committee for Labour and Social Issues' be a better translation of вопросам in the committee's title and the title of the article? It also has a better feel, as it would seem odd for a Soviet committee to admit that their system was producing 'problems'.
