Huntley A. Lawrence (born 1963) is an American consultant working as the Principal and Managing Partner of HAL Strategy Group LLC[1]. He is the former chief executive of the largest airport system in the United States and the former Chief Operating Officer of the Port Authority of NY and NJ port authority (PANYNJ).[2][3][4]

Early Life and Education

Huntley A. Lawrence developed a passion for flying at a young age. After relocating from London to Queens, New York, with his family, he enrolled in his school's aviation program, where he gained hands-on experience in flight.[5] Shortly after graduating high school, Lawrence earned his pilot's license.

He then pursued higher education at Florida Tech where he obtained a Bachelor of Science degree in aviation.[5] Lawrence furthered his education by earning an MBA from Dowling College.[6] Lawrence was highlighted in Florida Tech's special edition book, "60 for 60: Celebrating Sixty Years of Alumni," published for the university's 60th anniversary.[6]

In May of 2023, Huntley launched a small business focused on providing strategic advice and executive coaching to c-suite leaders at world leading organizations in aviation and transportation.

Chief Operating Officer – The Port Authority of New York and New Jersey

From 2021 to 2023, Lawrence served as the Chief Operating Officer of The Port Authority of New York and New Jersey[3]. He had direct responsibility for five lines of business, including Aviation, Aviation Redevelopment, Tunnels Bridges and Terminals, and the World Trade Center campus. [7] He also led the implementation of best-in-class COVID-19 safety protocols at all PANYNJ airports, earning key external recognition from the Airports Council International.[8][9][10]

Director and CEO of the Aviation Department

From 2016 to 2022, Huntley managed operations at JFK, LaGuardia, Newark Liberty[11], Teterboro, and Stewart International Airports. Under his leadership, the department handled over 140 million passengers annually and generated $3 billion in revenue. He spearheaded major infrastructure projects, including the $8 billion redevelopment of LaGuardia Airport and the $2.7 billion Terminal A at Newark Liberty International Airport.[4][10][12][13][14][15]

Lawrence serves on the Board of Trustees of the Wings Club of New York and the Executive Committee of NYC Travel & Tourism. He has received numerous awards, including:

  • 2023 ACC Aviation Award of Excellence [3]
  • Howard S. Cullman Award for distinguished public service from the Port Authority[16]
  • Skurla Award from the Florida Institute of Technology[10]
  • Transportation Person of the Year by the Newark Regional Business Partnership (2020)[17]
  • Induction into the New Jersey Aviation Hall of Fame[16]
