You can... Start the FOO article

The top bulleted link is, "Start the FOO article", which I assumed would take me to a new page, presumably Draft:FOO. But it didn't, and I found myself editing the Navigation page itself, which confused me, and made me think it was a bug in the first link. But now I don't think so because it looks like it is coded that way on purpose, but it is still confusing, because the wording doesn't suggest you are simply about to edit that page. If that is what you want, then I think either it should link to Draft space and preload a {{Draft}} template, which will link back to the Nav page, or you could change the wording to something like, "You can [​[Special:EditPage/FOO|Edit this page]​] and turn it into the FOO article".
