@MBlaze Lightning: Before I go into deeper comments. Here is my first take on the article. The lead needs significant expansion, aptly summarizing all the prose of the body. Secondly, there is needs to be a section explaining what was the history behind conduction of the these exercises. Some context is required on what led to conduction on these in the first place. Also try to get some information on the exercises of 2008, 2011, and why the exercise was not conducted in 2016. Also the article needs significant work to comply with the Manual of Style.
