Gender inequalities in France affect multiple areas: family life, education, professional life, health, political life, and more.
Gender inequalities are considered major obstacles to human development. The United Nations Development Programme (UNDP) measures them using the Gender Inequality Index (GII).

Family sphere
[edit]Women contribute 64% of the time required to perform household tasks.[1] Men's participation increased slightly from 1966 to 1986, then stabilized and has not progressed since. The unequal distribution of tasks worsens for couples with at least two children, with men’s participation decreasing by about 10%.[2] However, a recent INED study shows significant progress in task sharing, with 30% of men primarily handling household chores. This study does not account for the 15% of children from separations involved in family court proceedings, where men effectively take on child care and household tasks.[3] For further progress in sharing household chores, a shift in attitudes regarding women’s roles in the family is necessary. According to a 2010 INSEE study, women spend an average of 3 hours and 26 minutes[4] per day on domestic tasks, compared to 2 hours for men.[5]
Child custody is a source of conflict in 18% of divorces. In 90% of divorce cases,[6] custody is awarded to the mother without the father expressing a different preference,[7] while women’s standard of living significantly decreases post-separation.[8] Fathers are granted custody in only 8% of cases. As a result, only one in three women repartners after divorce, compared to one in two men. However, shared custody is increasing, accounting for about 10% of divorces.[6]
Leisure time and unpaid work
[edit]In 2010, women in France spent 3 hours and 46 minutes per day on leisure, compared to 4 hours and 24 minutes for men. The difference lies in the time dedicated to gaming, the internet, and sports.[9]
Researcher Sibylle Gollac noted in 2020 that in couples with children, men work 51 hours per week, two-thirds of which are paid, while women work 54 hours, two-thirds of which are unpaid.[10]
Professional sphere
[edit]Women gained the right to work without their husbands' authorization through the law of July 13, 1965 , effective February 1, 1966.[11]
In France (excluding Mayotte), 68.2% of women aged 15–64 participate in the labor market, compared to 75.8% of men in the same age group.[12]
A CFTC report states that 49% of women report that having a child significantly impacted their employment, compared to 14% of men. This impact varies, ranging from job changes to part-time work or parental leave.[13]
Unemployment
[edit]In 2007, women, who made up 45% of the active population (11.2 million), had an unemployment rate of 9.1%, compared to 7.8% for men. By 2012, male unemployment rose to 9.7% and female unemployment to 10%. Since 2014, male unemployment has surpassed female unemployment, according to INSEE.[14]
Employment
[edit]Nearly half of women are employed, representing 76% of all employees but only 18% of workers. Two-thirds of private-sector executive positions are held by men, and fewer than two out of ten business leaders are women.[15]
Over one in ten women (11%) hold temporary jobs (fixed-term contracts, internships, subsidized jobs), compared to 8% of all employees.[16]
Motherhood is seen as a source of discrimination, both during hiring and throughout a career. Pregnancy is considered a barrier to career advancement, and returning from maternity leave is often perceived as a professional setback.[17]
Salary
[edit]In 2021, the average annual salary of a woman in the private sector was €18,630, compared to €24,640 for men, a 24.4% gap in favor of men.[12] This difference is partly due to women working fewer hours, occupying fewer jobs, and holding more part-time positions, which accounted for 40% of the wage gap in 2017.[18] In full-time equivalent (equal working hours), the average annual gap was 15.5% in 2021 (down from 17.5% in 2016[12]). This is partly because men hold higher-paying positions.[12]
In the private sector, the wage gap widens over time, starting at 4.6% at age 25 and reaching 27.5% beyond age 60. Conversely, the difference in working hours is 20% for those under 25, dropping to 10% between 25 and 60.[19]
Among workers, women earn 14.3% less than men for equivalent hours and work 23.3% fewer hours. Female employees earn 4.7% less than men for equivalent hours, with similar working hours. The wage gap for equivalent hours is 16.1% among executives and 12.2% among intermediate professions, while women executives work 4.7% fewer hours and women in intermediate professions work 10.9% fewer hours.[19]
Overall, for equivalent positions and hours, the wage gap is 4.3%, though this masks occupational segregation, as women and men work in different sectors and for different employers.[19]
In the public sector, the wage gap is 14%. Among executives, women earn 23% less than men, 17% less among workers, and 7% less among employees.[5]
For full-time salaried jobs, the gender wage gap was 29.4% in 1976, falling to 16.3% in 2017. This reduction progressed until 1980, stagnated until 2000 due to the rise in women’s part-time work, and has since resumed.[18]
Part-time work
[edit]30% of women work part-time, compared to 5% of men. Of the 4.1 million part-time workers, 83% are women.[20] The rate of part-time work among women is strongly correlated with the number of young children in the household. For 28% of these women and 42% of these men, part-time work is involuntary, meaning they would prefer to work more hours.[21]
Skilled jobs and hierarchical positions
[edit]Women are more often found in the least qualified positions.[12] In 2018, 25.9% of women held unskilled employee or laborer positions, compared to only 15% of men. Additionally, 15.7% of employed women held executive positions, compared to 20.8% of men.[12]
Women and men do not hold the same jobs or positions. Service-related jobs are mainly held by women, as are teaching and cleaning jobs,[22] whereas highly skilled tertiary sector jobs tend to be more gender-balanced.[22]
Women face more difficulties than men in getting promotions and salary increases.[23] This is referred to as the “glass ceiling.”
The so-called “Copé-Zimmermann” law of January 27, 2011, requires large companies to appoint at least 40% women to their boards of directors and supervisory boards. The law's provisions have been extended by legislators to mutual insurance companies governed by the insurance code.[24] In 2013, women accounted for 26% of the board members of the 120 largest publicly traded companies; by 2019, that number had risen to 43.6%.[25]
In 2021, the so-called “Rixain” law was adopted to accelerate women’s participation in economic and professional life. It provides for:[24]
- An index measuring equal opportunity between women and men, to be implemented by higher education institutions for each of their programs;[24]
- Quotas for leadership positions in large companies, aiming for 30% of executive managers and 30% of governing body members to be women by 2027, and 40% by 2030.[24]
Workplace accidents
[edit]Women are statistically less present in jobs traditionally involving health risks, which explains why fewer than 26% of work-related accidents requiring time off involve women. Similarly, women account for only 25% of workplace accidents resulting in permanent disability. Lastly, 25 times fewer women than men die at work.[26]
Occupational diseases
[edit]The most health-hazardous salaried jobs are held by men. Two-thirds of occupational diseases leading to permanent disability are contracted by men. The number of deaths attributed to occupational disease is more than 80 times lower among women than among men.[27]
Night work
[edit]Women hold fewer than 25% of night shift positions.[28]
Indirect effects of labor division
[edit]The division of labor by gender—in terms of job type, role, sector, and working hours—is the major source of wage inequality between men and women and the main factor behind its persistence. Seventy-five percent of the wage gap stems from structural differences in employment, with the most significant factor being working hours.[29] Even when working hours, education, professional experience, qualifications, geographic region, industry sector, and job position are identical, men’s salaries remain approximately 10% higher than women’s.[30]
Health
[edit]General overview
[edit]There are few studies on this subject. In the early 21st century, women enjoy a longer life expectancy than men (85.3 years for women vs. 79.4 years for men in 2018[31]), but their healthy life expectancy is equivalent[32] (64.5 years for women and 63.4 years for men in 2018[31]). In terms of healthy life expectancy, it has been increasing for men but stagnating for women since 2004.[31]
In the Western world, starting in Antiquity, women’s and men’s health have been conceptualized differently. The male body was taken as the norm and considered healthy, whereas the female body was seen as a variation and more prone to illness.[31] Diagnoses differ depending on whether the patient is male or female.[31] In 17th- and 18th-century Europe, women were more often diagnosed with conditions related to nervous disorders than men. In the second half of the 17th century, both medicine and the state began to pay more attention to populations and reproduction. The female body was then studied more, but strictly as a reproductive body, with a strong focus on the uterus.[31] New professions emerged, such as midwives and male obstetricians.[31] In the latter half of the 18th century, sexuality began to be medicalized and “normalized.” Some behaviors were no longer judged as religious sins but rather as pathological deviations. However, male and female behaviors were judged differently.[31] Women's bodies and intellects continued to be considered inferior to those of men by the medical field, which served to justify male domination over women.[31] For a long time, women were considered by the medical profession to have “dysfunctional and physiologically pathological” health.[33]
The scientific research field also suffered from biases and gaps. According to physician, biochemist, and toxicologist Robert Barouki in 2023, “research on women’s health was for a long time skewed by massive social biases because biological differences between men and women in this area of health were simply not taken into account. For a long time, research focused on men’s health outcomes.”[33] In 2016, French geneticist Claudine Junien stated that France lags several years behind other Western countries in recognizing biological differences between men and women in medical research and treatment.[34] However, she also notes that there is strong attention in France to gender parity issues.[34]
Elements regarding the consideration of gender in medicine
[edit]At the end of the 1980s, initially in the United States, the reconsideration of research and medicine through the lens of gender became an important factor.[31] Shortly after, in 1995, the “Gender and Women’s Health” department was created within the World Health Organization (WHO).[31] In the early 2000s, several European countries established research structures focused on “gendered medicine.”[31] In 2013, in France, the working group “Gender and Health Research” was created within Inserm.[31] Since that time, the French National Public Health Agency (later Santé publique France) and the Haute Autorité de Santé (HAS) have been combating gender-based inequalities and advocating for gender equality in scientific research as well as in the treatment of diseases.[31]
Impacts of gender stereotypes in health and medicine
[edit]Gender stereotypes affect health for both women and men, and this concerns the gender perceptions held by both patients and doctors.[35] Some stereotypes regarding men’s and women’s health date back to Antiquity, a period during which differences between female and male bodies were also subjected to hierarchization and specific characterization: “the woman’s body was seen at the time as ‘a deviation from the male body’ and (...) the woman as a kind of ‘failed man,’” according to historian Murielle Salle and neuroscientist Catherine Vidal[31] — who is also co-head of the “Gender and Health Research” group of Inserm’s ethics committee.[36] The theories of the ancient Greek physician Hippocrates had repercussions in medicine up until the 19th century, notably resulting in different diagnoses based on sex for identical symptoms.[31]
There are inequalities between men and women in the diagnosis of certain diseases: some conditions, stereotypically considered to affect one sex or gender more than the other (“men’s diseases” or “women’s diseases”), are often underdiagnosed in the opposite sex or gender.[31][37] For instance, women are often treated less quickly, diagnosed less accurately, and followed up less thoroughly in cases of myocardial infarction,[31][38] even though the incidence of this disease among women increased sharply between 2008 and 2013 (a 20% increase), according to Santé publique France.[31] In this condition, the most common symptoms may differ between women and men, and the ones more frequently experienced by women are often less known and recognized than those typically seen in men.[39][40] In 2015, in Europe, cardiovascular-related deaths affected women in 51% of cases (and thus 49% for men).[38] The same applies to chronic obstructive pulmonary disease (COPD), where the rate of affected women caught up with that of men in the early 21st century, but where women are less likely to receive a timely and accurate diagnosis.[39] Regarding autism spectrum disorders, many women are diagnosed late; women affected by these conditions had, on average, a life expectancy 10 to 15 years shorter than so-called neurotypical women in France in the 2010s.[40] Strokes, which affect more women than men worldwide and are the leading cause of death among women or often leave them with more aftereffects than men, were still less studied in women than in men as of 2017.[41] An example of underdiagnosis affecting men is osteoporosis, often seen as a “female” disease and thus rarely suspected in men, even though it accounts for one-third of hip fractures in men and carries a higher risk of subsequent fractures in men than in women.[35] This perception even impacted osteoporosis research in the West for decades.[35]
Regarding pain, over the past centuries and even into the early 21st century, there has been a difference in how pain is considered and treated based on the patient’s sex:[42] all pain is viewed as unnatural and to be treated in men, whereas in women — particularly for pain (or other issues) related to menstruation and childbirth — it is seen as natural (and legitimized by the Bible in Christian culture[43]) and therefore was not studied or treated for a long time, as explained by historian Nahema Hanafi.[31] This gradually began to change regarding childbirth in the 19th century, with early attempts at pain reduction using chemical methods, then the technique of pain-free childbirth introduced in France in 1952 (at the Bluets maternity hospital in Paris) — though this technique did not have the same results for all women — and, from the 1980s onward, the epidural became standard in delivery rooms.[31][43] As for menstrual pain, diseases like endometriosis (affecting 10% of women) have only been seriously considered by most physicians since the late 2010s.[31][37] In France, endometriosis was recognized as a medical condition in 1990; the first national awareness plan was published in 2019, and the condition was classified as a long-term chronic illness starting in 2022.[40]
According to gynecologist, andrologist, and sexologist Brigitte Letombe and physician Marilucy Lopez Sublet, another aspect of women's health is that women often consult late when facing a health issue, after prioritizing care for their loved ones and potentially having downplayed their own symptoms.[40]
Impacts of the underrepresentation of women in certain research and clinical trials
[edit]Regarding research on certain diseases or clinical trials for treatments, various factors contributed to the exclusion of women: for example, some researchers found it easier to study the male body due to hormonal fluctuations related to menstrual cycles, or because women could become pregnant during a trial period, which could have adverse effects on fetuses (as in the case of Diethylstilbestrol in the United States in the 1950s-1960s, used as a drug in various cases).[31] This led to a lack of scientific studies on various aspects of women’s health or differences between men and women in certain cases. This applies to the understanding and treatment of cardiovascular diseases in women, which are their leading cause of death and are also more often fatal in women than in men when they occur.[31][35] Other diseases and public health issues also suffer from a lack of consideration for women: for example, regarding HIV (and AIDS) and certain cancers.[31] Moreover, due to the lack of clinical trials that include women and possible sex-based differences,[37] drug use results in up to twice as many side effects in women,[39] which has an “exorbitant human and financial cost,” according to the French Academy of Medicine in 2016.[31][34] Additionally, there are differences in treatment efficacy based on biological sex.[34][39]
The long-standing exclusive focus on women’s reproductive health
[edit]For several centuries in the West, the medical field focused heavily on studying and treating aspects of women’s health related to reproduction or the absence of reproduction, while paying significantly less attention to other aspects of women’s health.[31][44]
Inclusion of people of all genders in defining public health policies
[edit]According to sociologist[31] Monique Membrado, in 2006, “women are excluded from the construction of major public health issues such as HIV, alcoholism, drug addiction, cardiovascular diseases, or even cancers, as they are deemed to have their ‘specific cancers.’ They are especially absent from occupational health…”[44]
Access to healthcare
[edit]In 2021, the French Senate’s Delegation for Women’s Rights stated in its report Women and Rural Areas: Ending the White Zones of Equality that women’s health is “not considered a priority in rural areas, where medical desertification particularly affects gynecologists.”[45] This leads some women to forgo medical care and gynecological follow-up, as well as results in poorer screening for so-called “female cancers” (such as breast and ovarian).[45] Although in the early 2020s, France faces an overall shortage of medical gynecologists—who particularly address specific aspects of women’s health (taking a holistic view from adolescence to menopause and managing gynecological issues) and differ from obstetric gynecologists (specialized in surgery and childbirth)—some departments have none at all.[45] Medical gynecology as a discipline with its own specialists is a French peculiarity; other European countries do not have this organizational structure. France, aiming to follow the example of its neighbors, stopped training medical gynecologists between 1984 and 2003.[45]
Retirement
[edit]Women receive pensions 41.7% lower than men’s on average (direct entitlement pensions), reduced to a 29% gap due to bonuses for having children and survivor’s pensions.[12]
Maternity leave daily allowances received until 2012 are not factored into the average annual income used for pension calculations.[46]
Wealth inequalities
[edit]Between 1998 and 2015, the wealth gap between men and women in France grew from 9% to 16%.[10] Wealth disparities arise partly because, during inheritance , women receive more financial compensation than structural assets (e.g., real estate or businesses, which appreciate over time).[10] Other factors include women experiencing greater impoverishment than men post-separation (30% vs. 3% on average). This is due to the conversion of alimony payments, previously paid as annuities until the early 2000s, into lump sums, which dropped from an average of €93,000 to €25,000.[47] Child support payments are calculated based more on the payer’s means than the recipient’s needs, and as women are typically the recipients, they often rely on social assistance to supplement income. These factors make it difficult to retain property ownership, if applicable. In cases of domestic violence in heterosexual property-owning couples, women leaving the marital home often forgo negotiations over their share for a quicker resolution.[47]
Representation in institutions
[edit]General overview
[edit]Women have access to all positions under the same conditions as men. Yet in 2012, France had only 22% female senators and 27% female deputies, even though women represent 53% of the electorate, despite the Law of June 6, 2000 , on gender parity aimed at promoting equal access of women and men to elected positions and public office.[48]
The case of the Judiciary
[edit]There has been a notable shift toward gender parity in the judiciary. In 2010, women made up 57% of magistrates—across all roles.[49] In 2014, nearly 73% of candidates successfully entering the National School for the Judiciary (ENM) were women. The 2012 record (81.04%) was not surpassed.[50]
The family court consists of more than 98% women, even though rulings affect women and men equally.
Political office
[edit]The June 6, 2000, law promotes equal access to electoral mandates and elective functions , mandating strict parity for lists in municipal, regional, senatorial, and European elections and imposing fines on parties with unequal proportions in legislative elections.[51]
In 2012, the French National Assembly was 73.3% male and 26.9% female. In 2014, the European Parliament was 63.6% male and 36.4% female. In 2017, 223 women were elected to the National Assembly, representing 38.65%.[52]
Globally, no parliament has a female majority except Rwanda’s and Bolivia’s lower houses, though proportions reverse in their upper houses.[53][54]
Sports
[edit]A 2017 INSEE survey on physical and sports practices highlights persistent gender inequalities. Women are underrepresented in racket sports and team sports. In televised sports broadcasts, women’s sports account for less than 20% of airtime.[55][56]
Few women hold leadership roles in sports federations, despite the 2014 law for real gender equality : only one president of an Olympic federation and eleven presidents of non-Olympic federations in 2019.[57][58]
Suicide
[edit]Since 2013, the National Suicide Observatory has assessed the situation in France.[59] Numerous sociological factors influence each stage leading to suicide,[60] and the size and gender proportions of affected populations vary:
- Hospitalizations following suicide attempts are higher among women (29,956 men and 47,110 women in 2016,[61] 61% women; 31,346 men and 47,826 women in 2020, 60.4% women).[62]
- Suicidal thoughts are more common among women (5.4% women vs. 4% men in 2016;[61] 4.7% women vs. 3.6% men in 2020).[62]
- Suicide deaths are higher among men (6,450 men and 1,985 women in 2016,[61] 76% men; 8,415 men and 2,790 women in 2020, 75% men).[62]

Timeline of the struggle for professional equality in France
[edit]- 1900: Law allowing women full access to the bar, including the right to plead.
- 1907: A law authorizes married women to freely dispose of their salary. Previously, all earnings went to their husbands. They are also now allowed to sit on labor tribunals.[76]
- 1908: Law grants eight weeks of maternity leave, unpaid.
- 1920: Women can join a union without their husband's authorization.
- 1924: Women are allowed to take the baccalauréat exam (some had already done so in the past, notably Julie-Victoire Daubié, but from now on, secondary education is the same for both sexes, allowing more girls to aim for this diploma).[76]
- 1928: Two-month fully paid maternity leave is granted in the civil service.
- 1938: Women's legal incapacity is lifted. They can attend university, pursue studies, and obtain an identity card or passport without their husband's permission[76] (Renoult law). However, the husband remains the head of the household and can forbid his wife from working.[77]
- 1942: Widowed women are allowed to work, even if their husbands were employed, provided this does not cause layoffs.
- 1944: Women are granted the right to vote.
- 1945: The concept of “women’s wages” is abolished. The principle “equal pay for equal work” is written into the legislation.
- 1946: Women can become judges.[76]
- 1965: Reform of matrimonial regimes: women can work and open a bank account without their husband’s authorization[76] and benefit from social advantages.
- 1967: Medical contraception is legalized by the Neuwirth law. Women are allowed to enter the Paris stock exchange and speculate.[76]
- 1970: The concept of “head of the household” is abolished. Equality between spouses in managing the household is established. Parental authority is created.[76]
- 1971: Introduction of maternity leave compensated at 90%.
- 1972: A law introduces the principle of equal pay between men and women; the first in a series of laws on the subject that are rarely enforced. Women are admitted to École Polytechnique.[76]
- 1975: Law banning all discrimination in the civil service. Simone Veil passed a law decriminalizing and regulating voluntary termination of pregnancy (abortion). A husband can no longer read his wife’s correspondence or control her relationships. All higher education is accessible to women.[76]
- 1977: Abolition of the single wage allowance.
- 1982: Wives of tradesmen and artisans can choose between three statuses: collaborating spouse, employee, or partner.
- 1983: Law on pay equality between men and women, very poorly enforced.
- 1984: Parental leave is made available to either parent.
- 1986: Ministerial circular promoting the feminization of job titles: artisane, écrivaine, etc.
- 1987: Loosening of restrictions on night work.
- 1992: Law against sexual harassment.
- 2001: Strengthening of the 1983 law on professional equality.
- 2005: New law on professional equality, with no binding criteria or penalties in case of non-compliance.
- 2006: Law on gender equality in education.
- 2006: Domestic violence prevention.
- 2010: Law concerning “violence against women,” within couples, with consequences for children, creating the offense of psychological domestic violence.
- 2013: The ban on women wearing trousers is officially repealed. Wearing trousers had become common from the 1960s onward.[76]
- 2017: Starting January 1, 2017, a 40% quota on boards of directors or supervisory boards must be respected (for companies with a minimum number of employees or board members).[78]
Violence against women
[edit]According to a study by the World Health Organization (WHO), between 15% and 71% of women have already been victims of domestic violence, whether physical, sexual, or psychological. In France, a partner kills his wife more than once every two days,[79] more often by deliberate homicide than by violence resulting in death.[80]
Measures implemented to combat violence against women include government intervention as well as that of the Ministry of Education.[81] Numerous awareness campaigns have been established in schools. The Ministry of the Interior enacted a law on March 23, 2006, to promote gender equality in education. Several associations also intervene and advocate for gender diversity.[82]
