Stephen Kappes was Deputy Director of Operations (DDO) for the CIA from October 2004 until November 2004, when he resigned over internal politics. He succeeded James Pavitt. He was appointed in June, 2004. Previously, he was an Assistant Deputy Director of Operations (ADDO) beginning in June, 2002. Prior to being named ADDO, he served concurrently as Chief of the Counterintelligence Center and Associate Deputy Director for Operations for Counterintelligence.

He served in dangerous and difficult postings in Moscow and Pakistan. Towards the end of his tenure with the CIA he reported directly to President George W. Bush as the CIA's point man in secret high-stakes negotiations with Libya that ended the rogue state's weapons-of-mass-destruction programs.

Kappes was born in 1952. Kappes joined the CIA in 1981 after five years as an officer in the U.S. Marine Corps from 1976 to 1981. During his Agency career, Kappes has studied and speaks Farsi and Russian.

During April, 2005 a British security firm ArmorGroup named him vice president in charge of global strategy.
