The Port of Tianjin, formally Tianjin Xingang (Wade-Giles: T'ientsin Hsinkang, meaning "Tianjin New Port"), formerly known as the Port of Tanggu (Nautical Chart: 94363/0; 11773,11774(Chinese)), is located on the western shore of the Bohai Bay, in the estuary of the Haihe River. The port is located 170 km south east of Beijing and 60 km east of Tianjin city. It is the largest man-made seaport and river port in mainland China.[1]

Tianjin Port is the fourth largest port by throughput tonnage in the world, and second in China only to the Port of Shanghai. The port trades with more than 800 ports in 160 countries and territories around the world. It is served by over 74 regular shipping lines.[2] In 2009 total quay shoreline was over 21.5 km.

The port is in the Binhai district of Tianjin Municipality, and is at the core of the Tianjin Binhai New Area, the main special development area of Northern China, intended to match Pudong in Shanghai and Shenzhen in the South.

Location and Local Conditions

The Port of Tianjin is located in the coast between the estuaries of the Haihe river and the New Yongding River. The area is dominated by coastal shallows that require extensive dredging to allow deep water navigation, but also permit easier land reclamation. The port is largely man-made through extensive reclamation and dredging.

Climate

Local area belongs to the continental monsoon climate area, with distinct characteristics of a temperate semi-humid monsoon climate. Annual average precipitation is 602.9 mm, with rainfall concentrated on the rainy monhts of July and August

Temperature

Ice cover is highest on February. Maximum ice thickness is 10–15 cm and rarely extends beyond 15 nm of shore, so it is rarely a navigational hazard. Icing is a problem for the Haihe riverine port area, and requires continuous clearing [3]


Winds and Atmosphere

Predominant winds are:

  • Spring: SW
  • Summer: SE
  • Autumn: SW
  • Winter: NW

Average annual wind velocity is 4.43 m/s; Fastest average velocity is from Easterly winds, averaging 6.51 m/s. Strongest wind recorded was a WNW 33 m/s, on January 3, 1986.[4]

The average relative humidity is 65%, with a maximum of 100% recorded in the summers, and a minimum of 3% recorded in winters.


An average of 16.5 fog days with visibility of less than one kilometer occur per year, mostly in fall and winter. Fog dissipates after sunrise fairly fast in most days. Persistent fog with visibility of less than one kilometer occurs 5 days a year on average.

Pollution

Like other cities in the Northern China Plain, Tianjin is prone to pollution haze.

Waters of the Bohai sea are some of the most heavily polluted in the world.

Capacity and Traffic

The total shipping channels for the Port of Tianjin are around 44 kilometers long, and after extensive dredging completed in 2007, the port can accommodate ships up to 250000 tons and a maximum draft of 19.5 meters at low tide, and 300000 tons at high tide.[5]

Port Areas and Facilities

The port is divided in five main port areas [6]: Beijiang (Northern Barrier), Nanjiang (Southern Barrier), Haihe (Haihe River) and Dongjiang (Eastern Barrier). There are also a number of berths and wharfs at the Lingang Industrial Area just directly south of the Nanjiang Port Area, across the estuary of the Haihe river.

The Beijiang Port Area covers approximately 36.8 km2 and contains most of the container and general cargo terminals, including a container logistic center and a 5 km² bonded port area. It includes the original areas of the Tanggu New Port, plus new facilities built on reclaimed land.

The Nanjiang Port Area lies on an artificial island 16 km long for 1.3–2 km wide, with an area of approximately 24km2. This port area contains the bulk cargo terminals, in particular the various oil and coal terminals, as well as ore, liquid bulk, dry bulk, etc. Nanjiang area is still expanding due to continuing land reclamation.

Dongjiang Port Area lies on an artificial peninsula 10 km long and 3 km wide, and has an approximate area of 33 sq km. This is the newest part of the Port, and is still in development. It includes a new container terminal, a regional logistics center, and has a 10sq km bonded port area.

The Dongjiang Port Area is being developed into a comprehensive complex with three parallel zones: the terminal area; a logistic processing zone associated with the bonded port area; and a comprehensive service and reserved development zone which will include office space, residential space, and leisure facilities associated with the cruiser terminal and yachting piers.

The Haihe Port Area operates all riverine docks from the Haihe Lock up to the Erdao Sluice, a distance of 39.5 km. It serves only small vessels under 5,000 tons. The Haihe is navigable all the way to Tianjin city.

The Beitang Harbor Zone is a very small (2.4ha) barge wharf on the estuary of the New Yongding River. At present, it has minimal capabilities, but it is expected to be expanded significantly in the near future.

The Lingang Tianjin Harbor Industrial Zone, directly across the mouth of the Haihe River, south of the Nanjiang Port Area, also has port capabilities, and will represent the fifth port area when completed.

Shipping Channel and Fairway

The shipping channel extends for 42 km. The inner harbor from breakwater entrance is divided in 1) Main Channel 2) North Basin 3) Inner Channel Basins 1, 2, 3, 4 are formed by the abutting jetties in Beijiang. 4) Dagukou or Dagusha channel between Nanjiang and Lingang areas is the main motuh of the Haihe. It is being dredged to accommodate up to 200,000 DWT.

Fairway has been dredged to accommodate ships of over 150,000DWT in low tide, and 250,000DWT in high tide

History

There has been a port at the estuary of the Haihe river since at least Han Dynasty times, but due to the marshiness of the area, it was usually a small settlement. Since Song Dynasty times, the main port of the region was much higher up the Haihe river, at Zhigu (later known as Tianjin).

Nevertheless, the port of Tanggu gained importance after the move of the imperial capital to Beijing by the Ming Yongle Emperor. The Taku Forts protecting the access to the estuary at Tanggu were to become critical battlegrounds of the Second Opium War and the Boxer Rebellion.

After the foundation of the People's Republic of China, the TOn Sep. 15, 1950, the Tianjin Port Bureau of the Department of Transportation was officially established to provide the first unified management of the ports in the Tianjin region. In October 17, 1952, the ports at Tanggu were reorganized into the "Tanggu New Port" (塘沽新港). The port could handle 10,000 ton ships, with an annual throughput capacity of only 800,000 tons -less than 1/500 of present capacity.[7]

Xingang remained a pioneer of port development in the People's Republic of China. In September 1973, Tianjin Port successfully opened up the first international container ship route in China. In 1980, Tianjin Port established the first container terminal in China.

In June 1, 1984, as part of the ongoing Reform and Opening process the Port of Tianjin was transfered from direct control of the Ministry of Communications to a "dual" system of local control that included relative financial autonomy. On July 19, 1984, the Tianjin Port Bureau of the Department of Transportation was renamed the Tianjin Port Bureau, and supervision was partially transferred to the municipal government of Tianjin.

In December 21, 1992, Tianjin Port Storage and Transportation Company was founded under the full ownership of the Tianjin Port Bureau. The company later became the present Tianjin Port Group Ltd that currently operates the port.

A massive program of expansion since then has seen the container handling capacity of the port increase from 0.4M TEU in 1992 to 2.4M TEU in 2002 to more than 10M TEU in 2010.

While expansion of sea berths continues at breakneck speed, the Haihe river area has seen some diminishing number of wharfs as riverfront real estate is reassigned for development. The Third Stevedoring Company terminal in Gongzhuangzi was closed to make way for the construction of the Yujiapu Financial District

Service and Ancillary Wharves

Moorings and Anchorages

Tianjin Port has six main anchorage areas. All anchorages are for berth waiting, quarantine, inspection and pilotage, and provide little protection from weather or rough seas. Bottom hold is poor, and some care must be taken in selecting anchorage spots.

Share anchorage with ||Tangshan|| ||Caofeidian||for very large Capesize ships of more than 150,000DWT[27]

Two more anchorages planned to serve the Dagusha channel, both on the south side of the shipping channel. One for small and medium displacement vessels, 40km2, depth 10-13m, subdivided according to ship type. Second anchorage 20km2, depth 16-18m for large vessels. [28]

Passenger Services

Tianjin Xingang Passenger Terminal

The Tianjin Xingang Passenger Terminal is located at the Western end of the Beijiang area, just before the Haihe Lock. It is run by the Tianjin Passenger Company, a subsidiary of the Tianjin Port Group.

The terminal and ancillary buildings have 15,000 sq meters of built surface [29]. The terminal is also the host of the Tianjin Migration Station and is the loading berth for the Tianjin Harbor Pilots.

The terminal has 3 berths of 8-12m depth that can serve passenger ships, Ro-Ro ferries, car carriers and cruise ships. A floating bridge provides all-tide service to Ro-Ro vessels.

The Terminal used to be the berth for visiting pleasure cruises, but since the opening of the Tianjin Homeport in July 2010,the Terminal serves only ferry services and coastal cruises.

Four main regular ferry lines leave Tianjin, serviced by a fleet of three Ro-Ro ferry boats. The destinations served are Yantai in Shandong Province, Dalian in Liaoning Province, and two international destinations, Kobe in Japan and Incheon in South Korea. The ships and general route schedules are as follows:

  • Puluodao (普陀岛) 16,234 DWT, ro-ro car ferry,137mx23.4mx5.6m; 1428 passengers. Dalian and Yantai.
  • Haohua International Ferry Tianren (天仁) ro-ro car ferry 12521 DWT 188.5m 24.8 m 6.91m 25.2 knots 544 passengers. Leaves Tianjin Port Thursday and Sunday, arrives at Tianjin on Wednesday and Saturday.
  • Haohua International Ferry Yanjing (燕京), a ro-ro car ferry, 135x20m; 20 knots; 442 passengers,165 TEU capacity. Leave Tianjin on Monday 1100 Arrive at Tianjin Sunday 1400 Xingang. Arrive Kobe Wednesday 1400, leave Kobe Friday 1200

The Passenger Terminal is also the starting point for the Harbor Sightseeing Cruises (30 RMB in March 2011). The sightseeing boat is the Haiyi (海颐), 81Gt 27.8x5.8x1.2m 13 kn. with capacity for 132 passengers. One-hour trips, day trips and two-day trips are available. [30].

Tianjin Cruise Homeport

The new Tianjin Cruise Homeport is located in the southern tip of the Dongjiang area, It is the Homeport of two cruises in Asia, Costa Romantica and Sea Legend.

Tianjin Bokai Yachting Leisure Center

There are current plans to develop a 700-berth yachting port, right next to the artificial beach in the east coast of the Dongjiang area. 71 berths are supposed to be completed by the end of 2011. [31]

The associated yachting club will target the wealthier side of the potential clientele by imposing fairly high income requirements for membership.

Ship Repair and Shipbuilding Facilities

Tianjin Port has several ship repair and shipbuilding facilities capable of carrying out almost all forms of ship repair and refitting for medium and small-size ships, and those shipwright capabilities are increasing rapidly as part of the Port’s expansion plans.

Tanggu port area was one of the earliest modern shipbuilding areas of China. The still-functioning Taku Dockyard (now Tianjin City Shipyard) was founded in 1880, and is the oldest modern dockyard in Northern China. Many small shipyards operated in the Haihe region, but most have closed in recent years.

The main ship repair facility in the port is the CSIC Tianjin Xingang Shipyard. Founded in 1939, it is located at the very end of the main harbor, next to the Haihe shiplock. Immediately next to it is the CCCC Bomesc Maritime Industry's facility (built in 2007). On the Nanjiang region, Singapore’s Sembawang Shipyard entered on the first foreign joint shipyard project in China in 1997, in partnership with Bohai Oil. That shipyard in now the CNOOC Bohai Oil BOHIC subsidiary.

Currently under construction in the Lingang area is the Xingang Shipbuilding and Repair Base, an L-shaped facility taking over a 300ha area and 3900 m of coast around Basin 1 of the Lingang harbor. The Xingang Shipyard will relocate to the new location once complete. Once the Base is fully operationally in 2015, it is expected to be able to produce up to 3,000,000 DWT of new vessel construction and repair 200 ships a year. Other shipbuilding facilities are under construction or planning in the area. It is hoped by the Tianjin development authorities that Lingang will become the largest shipbuilding cluster in North China.[32]

Administration

Since June 2004 Tianjin Port management has been transferred to the control of Tianjin Port Group Ltd, a fully state-owned company. The company board is appointed by the Tianjin Municipal People's Government.

The Tianjin Port Group includes 69 enterprises and organizations, including wholly-owned subsidiaries and other partial-ownership partners. These enterprises and units are involved in the operation and services of all facets of port operation, including production, shipping agents, cargo agents, cargo handling, storage and transportation, infrastructure management, marine pilotage, communications and information services, financial services, power supply, real estate development, health care, training of cadres and workers, education, port security, transportation, fire protection, port facilities management, environmental management, etc.[39]

Tianjin Port was listed as Tianjin Port Holdings Company Limited A shares (Vorlage:SSE2) on the Shanghai Stock Exchange in 1996.[40] It was also listed as Tianjin Port Development Holdings Limited red chip stock (Vorlage:Hkex2) on the Hong Kong Stock Exchange in 2005.[41]

As a response to plummeting of shipping activity caused by the financial crisis, merger in 2009.

Future Developments

The expansion of Tianjin Port continues apace, and the Tianjin Port Group plans to invest CNY45 billion (US$6.8 billion)in port and shipping facilities during the Eleventh Five-Year plan period (2011–2015), with the intention of adding 214 million metric tons and 2.85 million TEU of throughput capacity, for a 2020 projection of well over 600 million metric tons of throughput capacity.

As well as many new berths, fairway shipping lanes will be expanded to 765 m width of 19.5 m depth. Support facilities are also being expanded, with 5.3 million square meters of container stack yard space, increased logistic processing capacity (including expansion of the dry port system), etc.
