Possible addition

Question. Should we add something to this page regarding the one-strike rule? Should blocked Wikipedians from other projects be made aware of this from the onset? Is there any reason not to add this information? Or, is there any reason we can't add the one-strike rule to the Template:Welcome-en? Which would be more appropriate?
