KB4481480 install error

2019-01 Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2 for Windows 7 and Server 2008 R2 for x64 (KB4481480) install error

It's been nearly 2 months that I am having trouble installing this update. All I get is "install error". I tried manual update and install with no results whatsoever. How can I solve this issue. Thank you --103.231.162.134 (talk) 01:33, 3 February 2019 (UTC)[reply]

You are not alone with this problem. You can only wait until Microsoft fixes this update. Ruslik_Zero 08:20, 6 February 2019 (UTC)[reply]
Here is something that sometimes works[1] (for me, maybe one time out of five[2]);
Grab another hard disk. Most people have an old, small one floating around. If you don't. here is one for $39: [3]. Remove all formatting with DBAN.[4][5]
Do a clean install of your OS. Then go through the tedious process of installing every available update (required and optional).[6]
Did it work? Now you know that a clean install[7] and reinstalling all apps will fix it. Now you need to decide whether to do that on the hard disk you use all of the time. :(
Still fails?[8] Try this (still on the new HDD where it doesn't matter if you screw it up):
Microsoft has stand-alone installers for most (all?) Windows updates.[9] Try that.
[10] says "All updates for .NET Framework 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, and 4.7.2 require that the d3dcompiler_47.dll update is installed. We recommend that you install the included d3dcompiler_47.dll update before you apply this update. For more information about the d3dcompiler_47.dll, see KB 4019990.[11] Try that.
Try the solutions various people suggest here:[12]
