Seems like a POV-fork of Winner-take-all

Seems from the leads that they are talking about two separate things, but then this article links directly to the other and redefines it contradictorily. No time to explore the sources and find out, but this article seems more neutral since it doesn't seem to be limiting the subject down to a neural-networking context. The article which linked me to hear was describing a similar phenominon and had some (sparce) sources which make this articles interpretation of "Winner-take-all" more logical than the other. I think the articles should probably be merged, despite being a seemingly cumbersome task at the moment from the technicality of both text and sources.
