On/Off not specific enough

In the table describing the state of the v-sync/h-sync pins, the terminology of "on" and "off" is used, but this isn't really descriptive enough. For example, does "off" mean "low" or "floating"? The table should be clarified using the terminology of "high", "low", and/or "floating"---or clarify in additional text what "on" and "off" means.
