Location of TID 172

Does anyone know the location of TID 172 in the two pictures? They are uploaded to commons without any details of location or date. There is a picture here of the ship at the same location, with distinctive buildings in the background, but I do not recognise the place. Further detective work would suggest that it is Ostend.
