Right of states vs peoples

Someone added an un-sourced comment that the RDT is generally regarded as that of peoples, not states. That is correct now, although this was subject to a massive debate in the 1970s and 1980s.

disputed status?

There's a sentence in the article that says "some commentators" dispute whether this is actually a right. I added a "who" template to it, but also this needs some discussion about the philosophical position implied -- these anonymous commentators must have some notion of rights that exist or don't exist independent of what the UN has declared to be human rights.
