Creation rationale

This article has been split from the UK Information Commissioner's Office because the register itself, while administered by the ICO, is a topic worthy of its own article. Additionally it allows correct inclusion in the relevant category for UK governmental databases, a category which could not properly be attributed to the ICO article itself.
