I think this really needs to be explained in the intro in a very basic way so people can understand it. I would imagine most people come here because they've heard someone talk about "pro-cyclical" fiscal policy and simply want to know what it means. It's an incredibly simple concept (if it's a recession, you cut back on spending, if you're experiencing growth, you spend more) and I think there's a case for making that clear and obvious in the intro. There's always a danger with these articles that in the search for some technically perfect definition we confuse people. Lewdswap (talk) 12:06, 6 October 2015 (UTC)[reply]
