Review Parks–Bielschowsky three-step test

@Jmh649:I created Park's three-step test and subsequently found that an article existed for an alternative term Bielschowsky's head tilt test. I moved the former to Parks–Bielschowsky three-step test and redirected the latter to it after merging its contents into this newer article. I would request you to review it and put a note. What sort of note are you looking for?
Have simplified it a bite and more simplification is needed to make the article more accessible. For example we should write "paretic" in simple terms.
