I think the definition is inaccurate; descriptors are not just for databases; there are file descriptors, for instance.

Yes, this is incomplete. There are also style descriptors. For an example, see Appendix G of the W3C CSS2 specification.

From a text I was working with:

LOLIPOP helps learners develop an awareness of their intercultural skills through a set of can-do descriptors for the intercultural dimension which match the existing linguistic can-do statements in the European Language Portfolio.
