Markov chain has nothing to do with this

Whoever wrote references to Markov chains totally misunderstood the model. For the model to be a Markov chain, you should multiply a row vector on the left, not a column vector in the right. Since the matrix is row-stochastic, constant column vectors are eigenvectors, and you study the speed of convergence tob them. Perron-Frobenius still apply, but this is not a Markov chain.
