Why does this article refer to the government by the name of the current prime minister? Is it not simply the Government of Canada? The strategy is the strategy, regardless of who the sitting prime-minister was at the time that the strategy was approved. It would seem, more and more, that we refer to the "government of the people" by the name of the leader of the governing party.
