The coverage (references, external links, etc.) does not seem sufficient to justify this article passing Wikipedia:General notability guideline and the more detailed Wikipedia:Notability (companies) requirement. WP:BEFORE did not reveal any significant English-language coverage on Gnews, Gbooks or Gscholar. Prodded recently by User:Kj Cheatham and deprodded by User:David Eppstein with "This is a major subunit of IEEE". Unfortunately, it still doesn't seem notable. I expect this AfD may end up with a merge/redirect suggestion per the recent Wikipedia:Articles for deletion/Technical Committee on VLSI, and frankly, I don't see what is there to merge, but let's discuss, I guess.
