History needs update after 2013

Two {{as of 2013 should be updated. - Any proposals to restart the cooler ? Have new IR telescopes since 2013 made it redundant ? Intro says "and has been largely replaced by the infrared channel of Wide Field Camera 3 after its installation in 2009."
