It took me about 30 seconds to find a CC-by-4.0 image of Scarman at http://archives.law.virginia.edu/records/rg/107-06/digital/36706. Fair-use doesn't apply when there are obviously free pictures available. Celia Homeford (talk) 08:52, 4 November 2019 (UTC)
