SCCS is the Source Code Control System.

It is the first Configuration Management System.

It is described in an article by M. J. Rochkind titled: "The Source Code Control System". It appeared in the IEEE Transactions on Software Engineering, volume SE-1, number 4, pages 364-370, 1975.
