Non-free album cover art is generally allowed to be used for primary identification purposes in stand-alone articles about albums, but its use in other articles is generally only allowed when the cover art itself is the subject of sourced critical commentary as explained in WP:NFC#cite_note-3 and the context for non-free use required by WP:NFCC#8 is evident. Comment I had always assumed the creators of the map didn't own the copyright on the street layout, let alone the names of any private facilities marked on the map. That being said, I only uploaded the image because of an unusually contentious RM over a very mundane issue that wound up not being resolved because all my efforts couldn't convince people who didn't want to be convinced. One of said editors was, if I recall, an admin begging for an excuse to block me (and they all would take any excuse to undermine the move), so the fact that none of them questioned the policy compliance of my uploading the map photo would seem to support the idea that the image is fine (although it's possible everyone had their heads so deep in the ground they didn't notice that I had uploaded the image -- entirely possible, but out of line with AGF). I might as well ping User:Curly Turkey for an opinion on whether it would be worth finally revisiting that RM (as he suggested some time ago) and whether this image is really needed for that. The uploader states that this is in the public domain due to no copyright renewal, but it is unclear how he came to that conclusion as the source is given as unknown NY newspaper. According to this page, one NY newspaper, seems to have been renewed since 1928, and there is no evidence that the article doesn't come from that newspaper.
